If you are using Total Warfare rules then vehicles should already shine. If you are playing with BMR rules, you need Maxtech to show why vehicles are worth it. So I guess, perhaps, if the stories and fluff were a bit more energetic in making the grunts more interesting, there might be a drive to make them less miserable and less focused on Giant Stompy Robots with invincible demi-gods piloting them. The game and the fluff revolves around the big guys, the movements of the power players, and the actions of the heroic white knight or tragic hero (At least those were what the books were like when I stopped reading them in the late 90's). Wouldn't mind a BT novel set entirely within the infantry or armored corps, to get a nice boots on the ground perspective that isn't just a short story.
